Yes, I'd say so in my experience. Using the proper paper and letting layers dry is key to successful layering or glazing.

Q: What colors come in the 36 metal palette? Will they fall out?

I don't have the 36 color set in plastic pallet... I have th 35 color set in metal pallet. However, the colors are the same and are shown in the add if you click on the photo and magnify you can read them. Mine don't fall out as they are held in place by the rolled tabs used in metal pallets. I would imagine that they may fall out of the plastic pallet at first. Once you start using them they will stick in place from paint collecting around edges, or you could use double sided tape from the beginning to prevent that

It says they are truly liquid poured.
