Q: Automatic on and off when water level gos beyond level in sump.I don't need over head tank level.i need only on and off automatically in sump. Is it ?

Use float switch sensor for sump, and install only underground tank sensors, whenever water available in sump, it will turn on motor. When sump empty, motor will be off.

Q: Can it be used for a motor which pulls ground water??

Yes. Pump starter should not have starting capacitor.
