Hello! You can try to adjust the potentiometer on the back of the sensor (turn it clockwise to decrease the sensitivity), it may be that the sensitivity is too high, causing the detection light to stay on.

No, max voltage is 5V. Also the output would not drive a LED light bar. You would have to use a relay.
